SJCRG:A very interesting report. How does this governement report from the National council on disability fit with the Obama governement health care reform?
Look at the Definitions in E.1. There is clearly a move to merge the medical impairment of function with socio economic considerations. SJCRG sees that as a dilution of the definition potentially depriving the functionally impaired ultimately to the benefit of the poor at large. We see this report as, at the same time full of data, but with a serious bias toward non-disability issues. If we understand the report to put in in simple paradox, a poor paraplegic is as disabled as a middle-class quadraplegic…..Sorry,this is disingenuous and flawed social engineering.

“•The absence of professional training on disability competency issues for health care practitioners is one of the most significant barriers preventing people with disabilities from receiving appropriate and effective health care.
•The Americans with Disabilities Act (ADA) has had limited impact on how health care is delivered for people with disabilities. Significant architectural and programmatic accessibility barriers still remain, and health care providers continue to lack awareness about steps they are required to take to ensure that patients with disabilities have access to appropriate, culturally competent care. ”

SJCRG: pretty bleak, but accurate. We do not know of a MD specialty following the impact of long term wheelchair “lifestyle”

SJCRG: Making it easier to obtain the protection and benefits of the truly “Disabled” for people who need it is a good thing. But we should be concerned about watering down the definition of “disability” and putting a paraplegic in the same category as minor ailment:
Quoting HR.BLR:
“The proposed regulation includes a list of temporary, non-chronic impairments of short duration with little or no residual effects that are usually not disabilities. Those incloude including (but not limited to):

•The common cold,
•Seasonal or common influenza,
•A sprained joint,
•Minor and non-chronic gastrointestinal disorders, or
•A broken bone that is expected to heal completely. ”
